Abstract

Purpose

The homeless are a common sight in many cities and their actions frequently bring them into contact with the police. However, little is known about police policy and the homeless. The aim of this research was to examine policy, practices, and perceptions of the police and the homeless.

Design/methodology/approach

A survey was mailed to 100 police departments in the United States to gather information about their policies, resources, and amount of contact with the homeless. A Chi square statistical analysis was conducted to assist in comparing departments on key issues. In addition, interviews were conducted with police officers and homeless individuals to gain further insight into their perceptions and experiences.

Findings

Policing issues with the homeless were examined by size of the department, municipality, and size of the population served. Law enforcement agencies of all sizes and jurisdictions encountered homeless individuals. Large municipal agencies had the most frequent contact, and provided the most services. However, these departments did not have significantly more training or information provided to officers regarding the homeless. The narratives from the interviews revealed a level of frustration and feelings of being burdened from officers, and a sense of being harassed and targeted from the homeless.

Research limitations/implications

The survey was only conducted with 100 departments as a pilot study, and the interviews were only conducted in one city. Future research would extend the survey to more departments and gather more information from officers and homeless individuals.

Originality/value

Results from the present work advance our understanding of the relatively under‐studied relations and social dynamics between law enforcement and the homeless – providing both a qualitative and quantitative assessment. There are several policy recommendations for law enforcement administrators and organizations that assist the homeless.

Abstract

Purpose

The purpose of the article is to demonstrate how agency theory has been used to address the dynamics involved in supply chain management. It is also dedicated to suggesting an agenda for future research.

Design/methodology/approach

We performed an integrative literature review, based on the process detailed by Botelho et al. (2011), with search filters. The articles were obtained from the Scopus and Web of Science databases using the keywords “supply chain” and “agency theory”, with a subsequent analytical filter for “management”. The search initially identified 205 articles. After two screenings, 56 articles were selected for analysis.

Findings

Despite attempts to infer the importance of research on agency theory in supply chain management, its application to the discipline is scarce. Clearly, agency theory provides valuable insights into the relationships in the supply chain. In the studies analyzed, the dynamics of performance, risk, sustainability, dyadic and inter-firm relationships, and supplier management are predominant.

Originality/value

When considering unwanted behaviors throughout the supply chain, agency theory fills the explanatory gaps for these facts. It also proves to be a useful tool to answer mainly the dilemmas of underlying theories, such as transaction cost theory, resource-based view and network theory. Rare are the studies that examine the current state of the application of agency theory in the supply chain literature in the management field.

Abstract

Purpose

The purpose of this paper is to show how typologies for environmentally induced population movement need to be understood in a contextualised manner in order to be useful.

Design/methodology/approach

This study interrogates some academic discourses concerning environmentally induced population movement. By analysing key environmental factors said to contribute to population movement, in addition to considering time factors, this study uses the case of Tuvalu to demonstrate overlapping categories and the importance of contextualisation.

Findings

Current typologies provide a basis for considering a wide variety of motives for environmentally induced population movement, in relation to different drivers, motivations, time scales, and space scales. Yet contextualisation is required for policy and practice relevance.

Research limitations/implications

All typologies have limitations. Any typology should be taken as a possible tool to apply in a particular context, or to support decision making, rather than presenting a typology as universal or as an absolute without dispute.

Practical implications

Rather than disputes over typologies and definitions, bringing together different views without reconciling them, but recognising the merits and limitations of each, can provide a basis for assisting people making migration decisions.

Originality/value

None of the typologies currently available applies to all contexts of environmentally induced population movement – nor should any single typology necessarily achieve that. Instead, it is important to thrive on the differences and to contextualise a typology for use.

Abstract

Purpose

This paper offers an approach for outlining the main dimensions surrounding clusters in three areas of knowledge: economic geography, strategic management and operations management, the first being considered its natural field of knowledge.

Design/methodology/approach

The work was developed using the citation analysis technique as applied to a database of 627 articles and 22,980 citations, taken from 15 important journals in the areas selected.

Findings

The results proved that the theoretical and conceptual bases are unique to each of the areas studied and that they have few topics in common between them. They are complementary, however, and this facilitates their reconciliation.

Research limitations/implications

The sample base, despite considering fairly influential periodicals in the areas of knowledge selected, can be considered to be a limitation.

Originality/value

Common themes and different areas of knowledge surrounding the cluster concept were identified; despite being considered “common”, a more detailed examination of their content reveals very different, but certainly complementary emphases, which makes it possible to reconcile the areas of knowledge.

Abstract

Purpose

This paper aims to explore the relationship between the embeddedness of relational behaviours in contractual relations and the development of inter-organisational trust between contracting parties in construction projects.

Design/methodology/approach

A questionnaire survey was undertaken to collect data from 310 experienced project practitioners. Hierarchical regression and curvilinear regression were mainly used to test the hypotheses.

Findings

The results validated the role of relational behaviours in boosting trust expectation, with the contractual context dampening the positive effect only slightly. However, the impact of the embedded relational behaviours on trust intention was found contingent on the equality of outcome: relational behaviours make an impact on trust intention opposite to what the equality of outcome makes; the combination of relational behaviours and the equality of outcome finally has a positive impact on trust intention. As such, the relational behaviours embedded in contractual relations would help reduce particular distrust or improve trust when the outcome is perceived equal.

Research limitations/implications

The conclusions are derived from the Chinese cultural background and may apply to a certain geographical scope. The nonprobability sampling method also limits the generalization of some conclusions. Besides, the results may present the contractor's view better than the owner's view.

Practical implications

This research would help the practitioners to find a balance between relational behaviours and contractual behaviours in managing inter-organisational relationship. It would also supply effective ways for contracting parties to reduce particular distrust or cultivate particular trust in construction projects.

Originality/value

Previous studies have investigated the unique impact of relational behaviours and contractual behaviours on trust. However, few of them have checked how the mixture of both kinds of behaviours influences trust. This paper contributes to this knowledge by investigating how the embeddedness of relational behaviours in contractual relations influences the trust between contracting parties.
